Winter Storm Warning

... Winter Storm Warning remains in effect from 7 PM this evening
to 6 PM PST Monday...

* snow accumulations... 6 to 12 inches of snow above 6000 feet
with local accumulations to 18 inches. Accumulations below
6000 feet are expected to less than 6 inches with a dusting to
around 1 inch possible over the Grapevine on Interstate 5
Monday.

* Snow levels... increasing to over 8000 feet today... lowering to
between 4000 and 5000 late tonight or early Monday morning
through Monday afternoon.

* Winds... south to southwest winds 25 to 40 mph with gusts to 60
mph... strongest at higher elevations.

* Impact... heavy snow... gusty winds... low visibilities in blowing
snow and icy roads make for dangerous driving conditions. These
conditions could lead to Road closures and travel
delays... including Interstate 5 over the Grapevine and Highway
33. In addition... extended exposure to cold and wind could be
life-threatening.

Precautionary/preparedness actions...

Only travel in an emergency. If you must travel... check the
latest Road reports before departing. Keep an emergency kit in
your vehicle which includes a flashlight... food and water...
extra clothes and blankets... and tire chains.





Areal Flood Advisory, Flash Flood Watch

The National Weather Service in Oxnard has issued a

* Urban and Small Stream Flood Advisory for...
Ventura County in southwestern California...

* until 130 PM PST Sunday

* at 727 am PST, Doppler radar and automated rain gauges indicated
moderate to heavy rain approaching the County. Rainfall rates were
approaching just under a quarter inch per hour near the coast.
This will spread across the entire County. With these rainfall
rates, expect Urban and Small Stream flooding in the advisory
area. Hourly rainfall rates are expected to increase between a
half to one inch later this morning into this afternoon. The
heavier rain will likely cause widespread ponding of water on area
roadways and local flooding of low lying areas and intersections.
There will also be the threat of rock and mudslides, especially
across canyon roadways. Try to avoid driving across canyons roads
today. Minor mud and debris flows could occur across the recent
burn areas including the solimar and Springs burn areas. Stay away
from flood channels, streams, and rivers as waters will rise
rapidly today. If rainfall rates exceed of an inch per hour, there
will be the likelihood of widespread flooding or flash flooding.
Which will cause Urban and Small Stream flooding in the advisory
area.

Precautionary/preparedness actions...

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

Stay away or be swept away. River banks and culverts can become
unstable and unsafe.

A Flood Advisory means river or stream flows are elevated, or ponding
of water in urban or other areas is occurring or is imminent.

... Flash Flood Watch now in effect from 8 am PST this morning
through this afternoon...

The Flash Flood Watch is now in effect for

* all of Ventura County.

* From 8 am PST this morning through this afternoon

* periods of intense rain with rainfall rates of 1 to 1.5 inches
per hour possible. This could generate flash flooding and or
mud and debris flows... especially in and around recent burn
scars.

* Landslides and Rockslides are very common during intense rain
events and could lead to Road closures.

Precautionary/preparedness actions...

Flash flooding and debris flows will be a particular threat in
and below the recently burned areas.

A Flash Flood Watch means that conditions may develop that lead
to flash flooding. Flash flooding is a very dangerous situation.

People in or below the recently burned areas are urged to take
the steps necessary to protect their property. Remain alert and
follow directions of emergency preparedness officials.





High Wind Warning

... High Wind Warning remains in effect until 7 PM PST this
evening...

* winds and timing... south winds 25 to 40 mph with gusts between
60 and 80 mph will develop this morning and continue through
this evening. Winds will be strongest at higher elevations and
in the foothills of the Antelope Valley.

* Impacts... gusty winds will make driving difficult... especially
for drivers of high profile vehicles. Major roadways that could
be affected include Interstate 5 and Highway 14 through the
Soledad Pass. Since the soils are wet... there is a heightened
potential for downed trees and power lines.

Precautionary/preparedness actions...

When driving... use extra caution. Be prepared for sudden gusty
cross winds.

A High Wind Warning means that damaging high winds of 58 mph or
greater are likely or imminent. Secure all loose outdoor
furniture in advance of the onset of strong winds. Monitor the
latest forecasts on NOAA Weather Radio or your favorite media
source.





Gale Warning

... Gale Warning remains in effect until 9 PM PST this evening...

* winds... south winds 20 to 30 kt with gusts to 40 kt are
expected when winds are strongest.

* Seas... combined seas of 12 to 15 feet with periods around 10
seconds are expected when waves are largest.

Precautionary/preparedness actions...

A Gale Warning means winds of 34 to 47 knots are imminent or
occuring. Operating a vessel in gale conditions requires
experience and properly equipped vessels. It is highly
recommended that mariners without the proper experience seek safe
Harbor during gale conditions.
